Elemental Control

For this and all other Wiki Pages which discuss the Rules As Written (RAW), I will be using Red for original ‘RAW’, and Green for my replacement version. Within the ‘RAW’ snippets, any text which doesn’t make dynamic sense (referencing something earlier which wasn’t copied across, for example) will be Grey

RAW’ For Elemental Controls in Hero System 5th Edition (Revised) on page 314

If a Limitation only applies to a single slot, it reduces the slot cost, but not the base cost. For example, if the Energy Blast described above had No Range (-1/2), the slot cost would be 20 Character Points (30/(1 + 1/2)), but the base cost would remain 30 Character Points.

In English: This means that you pay a “Base Cost” for the Pool, and buy each slot as a separate power. The Active Points of the Slot must be at least double the Active Points of the Base Elemental Control Pool. Any limitations, only come off the ADDITIONAL Cost of the slot. As in:

Bruce is building Snowblind and decides to buy some of her powers in an Elemental Control. Since her powers are based on cold, EC: Ice Powers seems appropriate. Bruce decides Snowblind’s powers would generally be about 50 points, so the cost for the base Elemental Control should be 25 Character Points. The powers Bruce wants are Ice Bonds (Entangle), Ice Slides (Running), Ice Armor (Force Field), Ice Darts (Energy Blast, Armor Piercing), and Ice Wall (Force Wall, only 4 uses per day).

So the Elemental Control looks like this:

As you can see from the Above example, the Charges limitation has only come off the REMAINING cost of the slot. Which means the power is only “half limited”. Which to me makes no sense.
Additionally in several Hero supplements, they have EC slots with a 0 Points Cost. Which can only be achieved by applying Limitations to the ACTIVE Cost, before removing the BASE amount.

So, for my Hero Games, that is how it works. You apply Limitations to the ACTIVE Cost of a power, not the REMAINING Cost. This would make the same Ice Powers set look like this:

And you can replace the appropriate section of the ‘RAW’ with:

If a Limitation only applies to a single slot, it reduces the overall cost, before subtracting the Elemental Control Pool. For example, if the Energy Blast described above had No Range (-1/2), the slot cost would be 10 Character Points (((30 (Slot) + 30 (Base))/(1 + 1/2)) = 40 -30 (Base)).

Additionally, ‘RAW’ for Elemental Controls on page 314 states:

A character cannot Link Powers in different slots of an Elemental Control to activate together. He must buy any Linked Powers in a single slot. A character cannot buy two or more Powers in the same EC slot unless they’re Linked or the GM permits him to.

This is also against how they actually apply their own rules in a few supplements and makes more sense to me to be able to link powers normally, as the “limitation” of having to theme powers to the Elemental Control, is enough of a limitation in itself. So that Paragraph now reads…

A character can Link Powers in different slots of an Elemental Control to activate together. He should buy each slot within the Linked Powers as separate slots. A character cannot buy two or more Powers in the same EC slot unless GM permits him to.
